We fully expect that there will be amendments and changes to these agreements, so we're all in a state where we're not quite sure what the revised versions will look like, how they will accommodate the issues clearly, they must accommodate the U.S. State Department and how they will deal with some of the other challenges that have been heard. We're certainly not going to comment on the U.S. compact, but we certainly will comment on the water resources agreement.
