Indeed, while Article 2(2) seems to suggest a narrower scope, by specifying that the Framework Decision ‘does not entail any obligation to collect and store information [.] for the sole purpose of making it available’, Article 3(a) allows a broader interpretation, by stating that ‘information’ shall mean ‘existing information, listed in Annex II’.
