3. Lorsque la Commission constate, soit sur la base des rapports visés au paragraphe 2, soit sur la base d'autres informations, qu'un pays tiers n'accorde pas aux entreprises d'assurance de la Communauté un accès effectif au marché, comparable à celui qu'offre la Communauté aux entreprises d'assurance de ce pays tiers exerçant une activité dans le domaine de l'assurance, elle peut soumettre des propositions au Conseil en vue d'obtenir un mandat de négociation approprié pour obtenir des possibilités de concurrence comparables pour les entreprises d'assurance de la Communauté.
3. Whenever it appears to the Commission, either on the basis of the reports referred to in paragraph 2 or on the basis of other information, that a third country is not granting Community assurance undertakings effective market access comparable to that granted by the Community to insurance undertakings from that third country, the Commission may submit proposals to the Council for the appropriate mandate for negotiation with a view to obtaining comparable competitive opportunities for Community assurance undertakings.
