Dans sa communication du 27 mai 2009 intitulée «Surveillance financière européenne», la Commission a suggéré une série de réformes des mécanismes actuels de protection de la stabilité financière à l’échelon de l'Union, comprenant en particulier la création d’un Comité européen du risque systémique (CERS) responsable de la surveillance macroprudentielle.
In its Communication of 27 May 2009 entitled ‘European Financial Supervision’, the Commission suggested a series of reforms to the current arrangements for safeguarding financial stability at the Union level, in particular including the creation of a European Systemic Risk Board (ESRB) responsible for macro-prudential oversight.
