E. whereas in August 2012 the NTC handed power to the General National Congress (GNC), an elected parliament which went on to select an interim head of state; whereas the central government has been weak and unable to exert its authority over the country; whereas voters chose a new parliament to replace the GNC in June 2014 in the form of the Council of Representatives (CoR), which relocated to Tobruk; whereas the former GNC, which was dominated by Islamists, reconvened shortly afterwards and selected its own Prime Minister, challenging the authority of the CoR at a time of fighting during which even the capital Tripoli changed hands;
E. considérant qu'en août 2012, le Conseil national de transition a cédé le pouvoir au Congrès général national, parlement élu qui a désigné un chef d'État provisoire; qu'en raison de leur faiblesse, les autorités centrales n'ont pas été en mesure d'exercer leur autorité sur le pays; que pour remplacer le Congrès général national, les électeurs ont élu en juin 2014 un nouveau parlement, le Conseil des représentants, qui s'est établi à Tobrouk; que l'ancien Congrès général national, dominé par les islamistes, s'est à nouveau réuni peu après pour désigner son propre premier ministre, contestant ainsi l'autorité du Conseil des représentants, tandis que les combats continuaient et que même Tripoli, la capitale, changeait de mains;
