In fact, Treasury Board requires us, whenever we're dealing in matters of cost recovery or user fees, to state our full costs in a manner that they refer to in their documents as a “costing of outputs” so as to include not just the cash costs but in fact also the actual depreciation on the capital assets used—any of the overheads, of course, the cost of borrowing, and other factors—all of which add significantly, of course, to the total number.
